Position: Field Finance officer
Reports to: Area Program Coordinator with a dotted line to Field Finance Manager
Positions Managed: Nil
Location: Pemba Country Program/Sector: WCS Tanzania Program
Position Type: Full-time
Scope/Capacity: Marine Program
Coordinates with: Field program staff, administrative teams, Country Finance Office, and external stakeholders (vendors, partners, and auditors).

Job Purpose:
The Field Finance Officer is responsible for supporting the financial management, accounting, and compliance functions at the field level. The role ensures proper utilization of budget lines and financial transactions for all activities implemented are properly prepared, compiled and recorded in compliance with organizational policies, donor requirements, and statutory regulations.

The position plays a key role in maintaining financial accuracy, supporting program implementation, and ensuring effective internal controls at the site level, acting as the operational backbone of field finance activities.

Major Responsibilities:
Finance Planning and Budget Monitoring

  • Support preparation and monitoring of project forecasts & budgets at the field level
  • Assist program staff in tracking expenditures against approved budgets
  • Monitoring project budget lines or Budget Follow-Up (BFU) tools for assigned projects
  • Provide basic variance analysis and highlight deviations to the Field Finance Manager &/ Area Program Coordinator


Accounting and Financial Transactions

  • Process financial transactions (payments, receipts, journal entries) in line with organizational procedures & statutory requirements
  • Ensure compliance with donor regulations in all financial transactions
  • Handling payment requests in a timely and secure manner
  • Ensure accuracy and completeness of supporting documentation before payments
  • Maintain proper filing (physical and electronic) of all financial documents
  • Coordinate, collecting and reviewing timesheets for staffs in the program area
  • Prepare, enter and maintain accurate financial data in ERP systems (e.g., SAP). (proper allocation of expenses and use of GL & analysis codes during preparation of journal vouchers)
  • Assist in month-end closing activities and preparation of financial reports
  • Support in monitoring different balance sheet accounts especially those frequently used; staff or partners advances
  • Support preparation of bank, cash, and balance sheet reconciliations
  • Supporting and providing required documents during internal and/or external audits


    Cash and Banking Management
  •  Manage petty cash and ensure proper documentation and reconciliation
  • Support preparation of cash forecasts and cash requests
  • Ensure secure handling and proper utilization of funds

    Office Administration & Assets Management
  • Review and monitoring program assets register & inventory
  • Ensure financial documentation related to procurement and logistics is complete
  • Assist in maintaining proper records of contracts, leases, and agreements

Assist the program technical team, in coordination with the Admin and Logistics Officer for logistics and financial planning for workshops, field operations, and related activities.

People Leadership
(In absence of Admin. Officer in your location) Supervising the office supporting staffs (office attendant & guards) to ensure safety and maintained office compound.

Minimum Requirements and Job Skills:

  • Bachelor's degree in accounting, finance or a related field from recognized institution.
  • At least 2 years of experience, preferably in NGO or donor-funded environment
  • Basic knowledge of accounting principles (GAAP) and financial procedures
  • amiliarity with donor regulations (e.g., USG, EU) is an advantage
  • Experience with accounting systems/ERP (e.g., SAP) and Microsoft Excel

    Competency
  • Strong attention to detail and accuracy
  • Ability to manage multiple tasks and meet deadlines
  • Strong integrity and accountability

    Additional Requirements:
  • Willingness to travel within field locations as required
  • Commitment to organizational values and compliance standards
  • The role may require approximately 10% field travel as needed.
