Job Purpose:
The Wildlife Conservation Society (WCS) is seeking a diligent, motivated, proactive Grievance Redress Mechanism (GRM) officer to be based in Mbeya for the Greater Ruaha Katavi landscape, to support implementation of the Reserve&amp;rsquo;s GRM and contribute to an appropriate and timely response to grievances. As part of a comprehensive social safeguards program, WCS is establishing a Grievance Redress Mechanism (GRM) to protect and respect the rights of local communities (LCs), through understanding, investigating, managing, monitoring, and mitigating concerns, suggestions and reports of alleged improper conduct related to activities as expressed by communities.

The GRM officer will support the program director and work closely with the Regional Social Safeguard Coordinator to contribute to the optimal management of the GRM. The position is based full-time on-site at the Mbeya for the greater Ruaha Katavi Landscape, with travel to villages around areas where we implement projects as required.

Essential Duties and Responsibilities:


 Ensure receipt, logging, tracking and categorisation of concerns, complaints, suggestions, or grievances (known collectively as &amp;ldquo;grievances&amp;rdquo;) for dispute resolution submitted through the GRM
 Manage the Asana grievance redress mechanism database.
 Scrutinise and analyse grievances to ensure eligible grievances are referred to Reserve management in accordance with the GRM procedures.
 Collect of supplementary information on specific grievances as needed from relevant parties to ensure a thorough understanding of the grievance and facilitate consensus around a way forward, maintaining confidentiality where possible and as appropriate
 Advise management in proposing solutions and ways forward for specific grievances within a period as specified by the GRM procedures
 As necessary, convene meetings with relevant individuals and institutions to find solutions to disputes and grievances.
 Contribute to the resolution of grievances, engaging relevant staff as required, according to the GRM guidelines and protocol
 Follow-up and ensure acknowledgement of grievances and periodic updates are provided to the Claimant regarding status and current actions to resolve the grievance, as appropriate &amp;sect; Facilitate, and lead training on GRM protocol and procedures for GRKL staff
 Support collaboration with partner institutions and civil society organisations in the implementation of the GRM and resolution of grievances as required.
 Along with the MEAL Department, assist in the evaluation and adaptive management of the GRM, including lessons learned from its roll out in GRKL and improvements that would enhance its effectiveness, accessibility, transparency, legitimacy, and credibility
 Support the analysis of trends in grievances and identification of efforts that could be taken by WCS or partners to avoid future grievances.


Minimum Requirements and Qualifications: 


 BA in sociology from a reputable institute or other relevant field
 At least 2-3 years of experience working in social safeguards and/or the social protection of marginalized groups working in the NGO sector
 Understanding/knowledge of social safeguards in the context of conservation an advantage
 Experience in information gathering in a community setting an advantage
 Demonstrated experience of maintaining confidentiality in relation to sensitive information
 Excellent mediation, facilitation, and conflict management skills  Position is open to Tanzanian nationals only.

 Willingness to spend extended periods in the field with basic amenities and accommodation
 Experience in Asana and kobo toolbox is an added advantage.

Job Purpose:
The Human Resources Coordinator is responsible for managing day-to-day HR operations and personnel administration across multiple sections within the WCS Tanzania GRKLP Program. This role ensures effective talent acquisition, compliance with Tanzanian labor laws, and promotion of a safe and inclusive workplace. The HR Coordinator supports onboarding, contract management, employee relations, performance management, and staff welfare to sustain operational efficiency across all program field sites.

Essential Duties and Responsibilities

Performance Management:


 Facilitate implementation of the performance management framework by assisting in planning, monitoring, and objectively evaluating staff performance across assigned sections.
 Provide coaching and guidance to supervisors on performance improvement and career development initiatives.


Personnel Administration &amp;amp; Contract Management:


 Manage issuance, tracking, renewal, extension, and termination of employment contracts in collaboration with the Country HR Manager, ensuring compliance with organizational policies.
 Maintain accurate and confidential personnel records, both digital and physical, for all staff within the assigned sections.
 Monitor and manage leave entitlements (annual, sick, maternity/paternity), ensuring approvals and accurate record-keeping.
 Act as a liaison between employees and management for HR-related queries, providing timely and clear communication.
 Conduct exit interviews and address grievance procedures according to policy.
 Coordinate with Finance and Payroll teams to ensure accurate submission of payroll inputs, timesheets, and statutory deductions.


Labor Law Compliance &amp;amp; Policy Enforcement:


 Ensure all employment contracts comply with Tanzanian labor laws and are registered with relevant authorities.
 Oversee adherence to WCS and host country HR policies, providing advice on disciplinary procedures, conflict resolution, and compliance issues.
 Serve as a primary resource for staff inquiries related to benefits, insurance, policies, and code of conduct.


Staff Welfare, Training &amp;amp; Diversity:


 Manage employee health insurance enrollments and claims support.
 Promote a positive workplace culture that prevents discrimination, harassment, and fosters diversity and inclusion.
 Support the organization and documentation of training and capacity-building programs in collaboration with technical leads.


Recruitment &amp;amp; Onboarding:


 Under the guidance of the Country HR Manager, facilitate recruitment logistics for assigned sections, including inviting candidates for online interviews, coordinating in-person interviews, managing timely feedback, and ensuring compliance with ethical, transparent, and fair hiring practices.
 Manage onboarding activities to ensure new hires are effectively integrated into the organization.


Risk Management &amp;amp; Compliance:


 Implement HR policies to mitigate legal, reputational, and operational risks, especially concerning human rights and safeguarding standards.
 Conduct periodic HR audits and compliance reviews in alignment with WCS standards and local regulations.


Reporting &amp;amp; Coordination:


 Prepare and submit monthly progress reports on HR activities within assigned sections to the Country HR Manager.
 Collaborate closely with program management and cross-functional teams to align HR initiatives with program goals.
 Represent the HR function at relevant meetings, donor visits, and external forums as required.
 Additional Responsibilities: &amp;sect; Provide support during donor visits and program events.
 Assist in the development and continuous improvement of HR systems and processes. &amp;sect; Maintain confidentiality and professionalism in all HR matters.


Minimum Requirements and Qualifications:


 Bachelor&amp;rsquo;s degree in Business Administration majoring in Human Resource Management, or related field.
 Minimum of 3&amp;ndash;4 years&amp;rsquo; of relevant work experience in HR within the NGO sector, preferably supporting multiple teams or sections.
 Proficiency in spoken and written English and Swahili.
 Strong communication, interpersonal, and report-writing skills.
 Experience in managing HR functions in field-based and remote settings.
 Proficient in HR Information Systems (e.g., Workday), MS Office, and digital record-keeping.
 Ability to work under pressure, manage competing priorities, and meet deadlines.
 Demonstrated ability to work both independently and collaboratively within diverse teams.

 The role may require approximately 35% field travel as needed.

Procurement Strategy and Planning:


 Develop and implement procurement strategies aligned with the WCS Procurement policy Collaborate with Program Directors to forecast procurement needs and ensure the timely acquisition of goods and services.
 Implement cost-saving initiatives and strategies while maintaining quality and compliance.  Coordinate the development and regular review of the procurement plans for WCS Programs and projects.
 Conduct market price assessment for planning and budgeting


Supplier &amp;amp; Contract Management:


 Draft contracts and ensure the selected &amp;amp; approved suppliers, contractors, and consultants are contracted accordingly.
 Negotiate contractual terms, including pricing, to obtain the best value for WCS.
 Monitor supplier performance and compliance with contract terms.
 Coordinate identification and notification of suppliers for different goods including vetting o against their conduct.
 Conducts regular market surveys to determine the best price for quality goods and services.


Procurement Process Management:


 Determine the requirement for the Category, Market and Location of Supplier based on the Spend Analysis and Annual Procurement Plans
 Review the Sourcing Strategy for unidentified opportunities and ensure it meets WCS policies and procedures
 Ensure a Market Assessment and Supplier Pre-Qualification process is in place
 Ensure the framework in managing the RFQ/RFP Process
 Review Procurement Committee submission documents to ensure their comprehensiveness to allow an informed decision-making process

Team Leadership and Development:


 Lead and manage a Logistics and administration team, providing guidance, mentoring, and professional development opportunities

 Reviewing and providing guidance to analyze quotations, preparation of standard bidding documents, with terms and conditions of the tender (specifications, bill of quantities, TORs for equipment, materials, and services to be purchased), prepare bid analysis, purchase orders, and contract agreements as required
 Perform timely clearance of goods from customs by working with clearing agents, relevant government partners, and timely processing and follow-up of relevant government exemptions.
 Ensure delivery of procured goods and services to relevant teams/individuals.
 Foster a collaborative and efficient working environment within the logistics and administration team, with finance and other program staff.
 Advise the Management on the best practices of managing procurement to improve our processes.
 Acts as point person for staff inquiries relating to procurement, office administration, safety, and security.


Documentation and Reporting:


 Maintain accurate and organized procurement records, including purchase orders, contracts, and supplier information.
 Prepare regular reports on procurement activities, performance metrics, and cost savings for management and donors.
 Organizing procurement tracking system, support program, and management team to have up-to-date and reliable information on the procurement status  Participate in audits as needed or assigned by the Finance Department


Minimum Requirements and Qualifications


 Bachelor&amp;rsquo;s degree in procurement, supplies / materials management, supply chain management, Logistics and administration or a related field from recognised institution.
 Registered by Professional Body especially Procurement and Supplies Professional and Technician Board (PSPTB).
 Strong technical knowledge and management experience in procurement contracts management, logistics, security and office administration.
 Minimum of 2 years&amp;rsquo; experience in supply chain management for international NGOs at senior level.
 Familiarity with different donor rules &amp;amp; regulations such as USG and EU
 Good understanding of the Tanzania laws for contract and procurement

 Proficient in analysing financial data, creating &amp;amp; interpreting financial reports  Excellent management, analytical and negotiation skills

Essential Duties and Responsibilities

Design Strategy


 Facilitate the establishment of baselines for all new project interventions in the Greater Ruaha-Katavi landscape.
 Develop data collection tools including checklists, forms and questionnaires for data collection.
 Provide guidance in the development of the overall monitoring and evaluation of the program in accordance with program M&amp;amp;E Plan.


Program Progress Management


 Conduct regular visits to program field sites for data quality assurance documentation of lessons.
 Support the process of development and revision of overall landscape program and individual program annual workplans in coordination with program technical staff.
 Monitor and document progress of implementation of project workplans.
 Undertake periodic reviews of implementation and operation of the monitoring system to provide on-site solutions to the existing challenges and situation in accordance with the plans for the overall landscape program.
 Coordinate the monitoring of implementation of the program workplan and ensure that program monitoring plans are submitted to relevant parties in a timely manner for review and approval.
 Work with the landscape leads in consolidation of landscape program reports.
 Review and provide feedback to all consultants&amp;rsquo; reports made by consultants on commissioned assignments, as directed by program technical leads.

 In collaboration with the Landscape Program Director, organize annual and periodic program reflection and learning meetings.


Support Landscape/Country Office

 Establish relations and keep effective relationships with program partners (multi-sectoral, government and non-governmental) at local and national levels for implementation and networking/lessons sharing.
 Ensure good and close liaison in collaboration with program teams, stakeholders and other WCS partners, including with transboundary colleagues in Zambia as required.
 Archive all M&amp;amp;E work both electronically in a centralized location for team members and in hard copies.

 Provide succinct written monthly progress reports for the Program Director and help prepare funding proposals, donor reports, technical updates, success stories or other as requested.
 Integrate with a dynamic and mixed team of conservation professionals, to work under pressure, meet deadlines and remain flexible regarding other work requests.

 Represent the Program at key meetings, events, conferences etc., as directed.

Minimum Requirements and Qualifications:


 A minimum of bachelor&amp;rsquo;s degree in Natural Sciences, Economics, Environmental or Social Science, Development Studies, Natural Resources Management, Program and Project Management or Monitoring and Evaluation. A master&amp;rsquo;s degree in any of the above fields is an added advantage.
 At least 4 years of experience in data collection and assisting Monitoring and Evaluation of programs with proven experience developing comprehensive M&amp;amp;E frameworks and successfully implementing them for projects and programs for various donors.
 Excellent communication and facilitation skills.
 Ability to organize, conduct and document training in relevant disciplines.
 Strong analytical skills including analysis of both quantitative and qualitative data and strong experience in use of information management systems.

 Ability to work independently and as part of a team.
 Strong knowledge in Computer programs, M&amp;amp;E tools and databases.

The Biodiversity Monitoring Manager will lead landscape species, habitat and ecological studies, assessments and monitoring work. The position reports to the Greater Ruaha-Katavi Landscape Director.

Essential Duties and Responsibilities:
Studies, Assessments and Monitoring


 Working with WCS species and habitat leads to develop/ implement, in key areas and with key species, activities that align with the global WCS strategy, learning and sharing with others in WCS.
 Where possible/relevant, work with the government of Tanzania, IUCN and other specialist groups to formulate action plans, policies, other guidelines and to build awareness regarding the status, threats and work being done to safeguard key wildlife species and wild places.
 Survey preparation and design: Define survey design and methods together with relevant WCS regional/global technical experts; ensure statistical validity of survey design. Set up data collection and management tools, including data collection sheets and SMART Survey model. Procure all equipment needed for data collection (including research equipment, communication equipment, first aid kits, camping equipment and clothing for field technicians).
 Identify, develop/implement actions for gathering key information for other areas of concern regarding the management of ecosystems, species, habitats and threats, coordinating with others as needed.
 Manage WCS landscape engagement with TAWIRI and other authorities in relation to biodiversity related studies, assessments and monitoring, including permits and other necessary approvals and coordination.  Act as point of contact for the WCS Greater Landscape Program with other government, non-government and private partners related to issues of biodiversity management and monitoring.
 Support studies related to sites of archaeological interest, including coordination of access for visiting scientists, and active involvement in the resulting work.  Establish an internship program with selected academic institutions to build the capacity of Tanzanian graduates and young professionals in alignment with WCS&amp;rsquo; strategic priorities.
 Train field technicians and government ecologists in data collection protocols, tactics, tools, first aid, communication protocols and health &amp;amp; safety in the field.
 Pilot and apply new approaches to biodiversity studies, assessments and monitoring, looking for opportunities to roll out such approaches once their efficacy has been confirmed. This will include aviation-related surveys and monitoring approaches, including the use of external cameras / related AI and drones.
 Work with the Species monitoring Specialist, Big Cats Program, to line-manage the Carnivore Research Officer.
 Manage and mentor other biodiversity-related field staff as needed.
 Lead landscape vulture monitoring work, including the placement, retrieval and management of vulture movements data, maintaining necessary coordination with partners on the ground and The Peregrine Fund. Support poison-response training where needed.
 Oversee the implementation of annual ground reconnaissance surveys across wildlife corridor areas, including training, data management, analysis, and reporting.
 Work with the Program Director to design and implement elephant monitoring programs, including providing support to the planning and implementation of landscape aerial surveys every 3 years.


Data analysis and management


 Collate and validate data collected by field technicians.
 Support the GIS Manager in producing mapping and other visual products that inform conservation planning, including looking for ways of integrating SMART related data into conservation planning at different scales.
 Work with the CMP Community Conservation Manager and Wildlife Corridors Coordinator to interpret biodiversity, human-wildlife conflict and other threat related data in ways that can be shared and understood at a local level to drive the improved management of wildlife, wildlife corridors and other habitat.
 Support the Program Director in developing arguments for the improved management of species, sites and threats, including the identification of areas critical for the survival and movement of different species.
 Lead the drafting of reports, papers and other documents and visual products that draw on data gathered by WCS.
 Establish and manage a robust data management system for all species, habitat, threats, and other data gathered by the program.
 Coordinate with the Landscape Program Director to integrate research findings into other conservation efforts.


Other Duties


 Always look for ways to promote conservation through a one-health approach.
 Provide succinct written monthly progress reports to the WCS Program Director as requested, including images and regular news-worthy updates.
 Develop and manage detailed budgets and timelines for biodiversity related actions, ensuring efficient resource allocation and adherence to program deadlines and financial limitations.
 
  Ensure that all field studies are conducted with adherence to ethical standards and in ways that minimize risks to those involved.
  Provide succinct written monthly progress reports for the Program Director and prepare funding proposals, donor reports, technical updates, success stories or other as requested.
  Integrate with a dynamic and mixed team of conservation professionals, to work under pressure, meet deadlines, and remain flexible regarding other work requests.

Minimum Requirements and Qualifications : ​​​​


 At least degree level qualification applied zoology, biological and/or ecological studies or similar; MSc or higher strongly preferred. At least 5 years working experience in wildlife related position with proven capability leading as many of the following as possible:
 Working experience managing and/or studying Tanzanian biodiversity.
 Familiarity with different research and monitoring approaches and their application.
 Firsthand experience working with government and community rangers in ecological or species monitoring.
 Experience in securing research permits from TAWIRI.  Proven experience working with and managing other technical staff.
 Proven research experience, including study design, data collection, and analysis.
 Position is open to Tanzanian nationals only.


Additional Requirements:


 Desire (and ability) to work under challenging field conditions with limited supervision.
 Proven publication record in peer reviewed journals.
 Working knowledge of SMART and Ecological Records.
 Experience using QGIS or similar for different applications (ArcGIS an advantage).
 Experience in training and managing field assistants.
 Experience with aerial-based surveys and monitoring approaches.
 Experience coordinating ecological studies with other partners.
 Fluency in spoken and written Swahili and English.  Excellent written and oral communication skills, good report writing skills.
 Proven IT literacy and familiarity with all standard office software. The ability to work with other conservation-related software is an added advantage.
 Ability to work with a dynamic / mixed team of conservation professionals, to work under pressure and meet deadlines.
 Highest level of integrity, honesty, and sense of responsibility.
 Valid driving license and extensive 4WD experience.
